Abstract
Analysis of Barriers Limiting Community Capacity Building (CCB) in Ardahan Province Tourism with Interpretive Structural Modeling (ISM)
In this study, it is aimed to determine, modelling and evaluate the barriers that limit community capacity building (CCB) in tourism development in Ardahan province. For this purpose, were identified with field studies, expert opinions and extensive literature review, 15 barriers limiting CCB in Ardahan province. A framework has been developed using ISM (Structural Interpretive Modeling) to explain the complex causal relationships between these barriers. According to ISM results; E3 (Lack of Education), E7 (Lack of StateSupport), E8 (Lack of Financial Resources), E10 (Lack of Local Leaders in Tourism) and E15 (Lack of Tourism Expertise) were found to be the main barriers limiting CCB in Ardahan province. Thefactthatthesebarriershave a highdrivingpowermeansthattheyhave an important share in the formation of other barriers. For this reason, a possible improvement on these barriers will cause a decrease in other barriers. It is thought that the methodological framework and findings proposed in there search will make an important contribution to the CCB literature in tourism in a theoretical context. In practical terms, it is thought that it will indirectly contribute to the stakeholders in the planning and management of tourism development in Ardahan.
