Abstract


Opinions of Teachers on the Primary Education of Foreign Students in Public Schools: The Case of Sinop Province
Over the past decade, the political environment in the Middle East has become more tense and complicated, and local communities have sought refuge in Turkey in masses. Children of families who sought refuge or requested asylum are exposed to political pressure, conflict and financial difficulties. Turkey gave victims a helping hand with its open door policy. The most serious problem of the situation in terms of children is education. The purpose of this study is to evaluate the teacher opinions on current or potential problems with respect to these children's education in public schools. To achieve this purpose, semi-structured interview method was conducted by using qualitative research method. The model of the research constructs an inductive analysis model from qualitative research methods. Qualitative research is a form of research that involves in-depth information gathering on a subject. The data about the events have been tried to be presented in a natural and realistic way. In a semi-structured interview, the investigator prepares an interview protocol that includes questions that he plans to ask in advance. However, depending on the flow of the interview, some side or sub questions may also be addressed and the person may be able to open the answers. While attempting to reach teachers' views on the education of foreign students in public schools, the following questions were sought: Who is a Foreign Student? What kind of information and support is given to the education provided by the Provincial Directorate of National Education and school administration to foreign students? Are there any programs offered to schools? What kind of education is given to schools? How are teachers' perspectives on the placement of foreign students in public schools? The scope of the study consists of 20 teachers selected from Fatih Primary School and Cumhuriyet Primary School in Sinop province with convenience sampling method. Before the data were analyzed, the researchers was prepared data-log file and then analyzed by inductive analysis. The prepared key concept lists were compared and reliability studies were carried out. The categorization was determined at the analysis stage. Designated categories mean to generate data for all of the codes and themes. The term foreign student includes regular and irregular migrants, children of diplomats in Turkey and all children who do not have a nationality. In this study, the opinions of teachers on the education of refugee families' children who had to flee their country enforcedly and suddenly due to ethnic conflict were evaluated. It is observed that a quality education cannot be given to these children in Turkey as they are having difficulty with the language and there is a gap and irregularity with respect to education outside the camp. Although the term Foreign Students in this study refers to Syrian students mostly, it was determined that teachers are also having difficulty teaching in an environment consisting of Afghan, Iranian and Iraqi students. The expectations of teachers with regard to urgent solution methods were also determined. The topic of foreign students has now become a reality of the Turkish education system. Migrations were thought to be temporary at the beginning. However, as a result of international developments, it has become evident that they will be permanent or long-term, if not yet fully. Thus the children of these people have begun to be accepted into public schools. However, due to the fact that the State and the Ministry were not prepared for this situation, it was inevitable that some problems were experienced. It is also mentioned in the eyes of the teachers that the current policies being implemented are inadequate. This has become an urgent situation that needs to be resolved. For this reason, it is necessary to make long term plans in the education system for foreign students.
